Raja Eileen Soraya binti Raja Aman
Senior Partner, Messrs Raja, Darryl & Loh & President of the Medico-legal Society of Malaysia.

Raja Eileen Soraya practises in the area of civil and commercial litigation and her work includes tortious and contractual claims both in the courts and in arbitration. She has appeared as counsel in the superior courts in Malaysia, including the appellate courts, and has many reported cases in the law journals. Eileen, together with then partner Darryl Goon, during 2015-2017 successfully represented the financial publication The Edge in judicial review proceedings against the Malaysian Government arising from the suspension of the publications due to the articles on the 1MDB scandal. She also paired with Darryl Goon in winning the case (at the Federal Court) for Sunway Medical Centre in an action by a patient on claims of vicarious liability and breach of a non-delegable duty of care allegedly owed to patients. 

Currently focusing on medico-legal and dento-legal cases as well as reputational management and media law, Eileen contributed to the Malaysian Annotated Statutes on the Defamation Act 1957 and the Sedition Act 1948 published by LexisNexis and to the Defamation chapter of the Malaysian Atkin’s Court Forms. The work done by Eileen and her team caused the international publication Media Law International to rank the firm as the market leader in media law in Malaysia in from 2016 – 2019.

Eileen has been recommended in the Asia Pacific Legal 500 publication for several years and has been recognized in 2014 – 2020 as a Leading Individual in Dispute Resolution by the same publication. Another publication, AsiaLaw Profiles, ranked her as a Leading Lawyer in Dispute Resolution for the years 2016 – 2019 and as a Distinguished Practitioner for 2020. She has also been listed as a “Dispute Resolution Star” by Benchmark Litigation in 2018 and 2019.

She serves the local legal profession as a Trainer in the Bar Council’s Advocacy Training courses.

 

Dr. Thirunavukarasu Rajoo
Honorary General Secretary Malaysian Medical Association and Practicing GP

Dr Thirunavukarasu R is currently the Honorary General Secretary of the Malaysian Medical Association, which is the largest and oldest medical association in Malaysia. He was the Chairman of the Private Practitioner Section of the Malaysian Medical Association since 2017. He is representing MMA in various national committees. Some of the committees that he is a member are:

  1. 1. Dasar Ubat Nasional
  2. 2. National Antimicrobial Resistance Committee
  3. 3. National Committee on the Managed Care Organisation
  4. 4. Malaysian Adverse Drug Reactions Advisory Committee

He also initiated 3 major studies for general practitioners:

  1. 1. Dispensing Separation: Perception of Public Visiting Primary Care Clinics in Malaysia. 2016
  2. 2. A Study on the Health Economics of General Practitioners in Malaysia: Trends, Challenges and Moving Forward. 2017
  3. 3. Knowledge, Attitude & Perception of General Practitioners towards NCDs.

He is also actively involved in various negotiations concerning the general practitioners on major issues affecting the practice, namely:

Dr Thirunavukarasu Rajoo has been the voice of general practitioners, and recently he was invited to lead the general practitioners at the town hall meeting with the Honorable Health Minister Datuk Seri Dr Dzulkefly Ahmad held on the 11th June 2019.

He has been in the practice of medicine for the last 14 years. Dr Arasu as known among the fraternity is also a practicing general practitioner and founded the Poliklinik Cahaya group of clinics and recently CareClinics Healthcare Services Sdn Bhd. His group practice operates 25 clinics in the greater Kuala Lumpur, with all the clinics are connected via Electronic Medical Records. Recently a Personal Health Record was also launched as pilot for 2 of the clinics, whereby patient’s health records are pushed to the patient via the app. His group adopts to IR4.0 and moving towards patient centred care and value-based healthcare by adopting innovation and technology that benefits the patients.

 

Dr. Faizi Rosli
Director, Ethics and Legal Division, Malaysian Medical Council (MMC)

Dr Faizi Rosli MBChB (Edin) BSc (Hons) (Edin) BoJ (UM) LLM (Edin) is the Director of Ethics and Legal Division of Malaysian Medical Council (MMC) with extensive knowledge and experience in handling medicolegal and ethical related issues involving health care providers in Malaysia. He has strong understanding of current principles, procedures and laws to determine and regulate the conduct and ethics of registered medical practitioners. Before MMC, he was the Deputy Director and Head of Training Unit of Medicolegal Department, Ministry of Health Malaysia. He has years of experience in handling medicolegal complaints against healthcare providers and organizing medicolegal conferences and workshops for doctors and nurses around the country.
